For Rose Ebirim, the trauma of witnessing a terrorist attack on March 13, 2016, has been a long and arduous journey to overcome. As she picks up litter on the beach and organizes the annual International Day of Reggae celebrations, she finds solace in these activities, a form of therapy that has helped her heal.

A Day of Infamy: The 2016 Terrorist Attack

The attack, which lasted 45 minutes, saw three gunmen open fire on three adjacent hotels, killing 19 people, including nine foreigners. The incident, claimed by Al-Qaida in the Islamic Maghreb (AQIM), was a devastating blow to the nation, leaving deep scars that would take years to heal. It wasn't until December 2022 that justice was served, with 11 men sentenced to death for their roles in the attack.

A Region on High Alert: The Threat of Jihadism

The threat of terrorism still looms large in the region, particularly in the north, where the borders with Mali and Burkina Faso are porous and vulnerable to jihadist infiltration. The expulsion of French and American troops from these countries has led to a shift in alliances, with Russia becoming a key partner. Côte d'Ivoire, now a crucial western ally in the region, stands as a buffer state between the Gulf of Guinea and the Sahel, a region plagued by violence and instability.

The Evolving Threat of Terrorism

The insurgency in the region has led to a significant increase in terrorism incidents, with armed non-state actors proliferating and employing sophisticated tactics. The use of armed drones by groups such as JNIM has become a major concern, with the number of recorded strikes increasing rapidly. The region has become "the world's most active zone of Islamist militancy," according to Héni Nsaibia, senior analyst for west Africa at the conflict monitor Acled.

Counter-Terrorism Efforts: A Multi-Faceted Approach

In response to the evolving threat, the Ivorian government has taken a multi-faceted approach to counter-terrorism. The recruitment of policemen and gendarmerie in the north has more than doubled since the 2016 attack, and an EU-backed counter-terrorism academy has been established to train elite units. The state has also invested in remote border villages, building primary schools, deploying mobile health clinics, and funding vocational micro-loans for young cashew farmers.

A Path to Healing: Rose Ebirim's Story

For Rose Ebirim, the journey to healing has been long and difficult. But through her activities, she has found a sense of purpose and meaning. "I occupy myself with those activities," she said. "After 10 years, I'm starting to sort myself out." As the sixth annual International Day of Reggae celebrations approaches, Ebirim remains committed to her work, a testament to the unyielding spirit of resilience in the face of trauma and adversity.
