MSHEL Construction is seeking a diligent and proactive HSE Officer to join our team. The ideal candidate will be responsible for developing, implementing, and maintaining health, safety, and environmental systems across all construction sites and operational activities. The HSE Officer will ensure that all safety regulations, environmental laws, and industry standards are strictly followed to safeguard employees, subcontractors, and the public while ensuring compliance with relevant legislation.Key Responsibilities:Health and Safety Management:Develop, implement, and enforce HSE policies, procedures, and programs to ensure a safe working environment.Conduct regular site inspections and safety audits to ensure compliance with safety regulations, and rectify any unsafe conditions immediately.Investigate accidents, near-misses, and safety violations, documenting findings and recommending corrective actions.Develop and deliver safety training programs for all employees, contractors, and subcontractors.Monitor and ensure the proper use of personal protective equipment (PPE) on construction sites.Ensure emergency response protocols are in place and that all employees are trained in emergency procedures.Conduct regular health and safety risk assessments to identify and mitigate workplace hazards.Environmental Management:Oversee and monitor environmental compliance at construction sites, ensuring that all waste management practices adhere to environmental laws and sustainability standards.Conduct environmental risk assessments to identify potential environmental impacts and propose mitigating actions.Ensure proper storage, disposal, and recycling of hazardous and non-hazardous materials.Maintain records of environmental audits and inspections, and report findings to senior management.Promote sustainable construction practices by advising on environmentally friendly materials, waste reduction, and energy efficiency practices.Regulatory Compliance and Documentation:Stay updated on health, safety, and environmental regulations, ensuring the company complies with all relevant legislation and standards.Maintain detailed records of safety inspections, environmental audits, incident investigations, and compliance reports.Ensure all HSE-related documentation is up to date, including safety data sheets (SDS), permits, and certifications.Coordinate and assist with regulatory inspections and audits by local authorities or third parties.Safety Culture and Awareness:Foster a strong safety culture within the organization by engaging employees at all levels in safety initiatives.Implement safety awareness programs to promote safe work practices and reduce the risk of accidents.Work closely with supervisors, managers, and workers to identify hazards and implement corrective actions proactively.Report any safety hazards or concerns immediately to site management and senior leadership.QualificationsBachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, Industrial Safety, or a related discipline.Minimum of 3–5 years of relevant HSE experience, preferably within the construction, engineering, or infrastructure sector.Demonstrated experience implementing HSE management systems on construction sites.Experience conducting incident investigations, risk assessments, safety inspections, and compliance audits.Experience delivering HSE induction and safety training to employees and subcontractors.NEBOSH International General Certificate (IGC) or equivalent (required).ISO 45001:2018 Occupational Health and Safety Management Systems Lead Auditor or Internal Auditor certification.ISO 14001:2015 Environmental Management Systems Lead Auditor or Internal Auditor certification.OSHA Professional Certification or equivalent.First Aid/CPR certification (preferred).Membership of a recognized professional HSE body (e.g., IOSH, ISPON, or equivalent) is an advantage.

Job Summary:The Quantity Surveyor is responsible for providing comprehensive cost management and quantity measurement services for construction projects at Mshel Construction. This includes preparing detailed cost estimates, valuations, and quantity calculations at all stages of the construction process.Key Responsibilities:Prepare detailed cost estimates and budgets for construction projects, including material schedules, labor and equipment requirements, and subcontractor costs.Measure and quantify construction work completed for progress payments and final accounts.Analyze and validate contractor, subcontractor, and supplier claims.Participate in project cost control, forecasting, and reporting to the project management team.Identify risks and opportunities related to construction costs and provide recommendations.Assist with preparing tender documents, contract negotiations, and change orders.Maintain comprehensive project cost records and documentation.Collaborate with the project team to ensure timely and accurate cost management.Provide technical advice and recommendations to the project team on cost-related matters.Comply with all company policies, procedures, and safety requirements.Qualifications and Skills:Bachelor's degree in Quantity Surveying, Construction Management, or a related field.Minimum 5 years of experience as a Quantity Surveyor in the construction industry.Strong analytical and problem-solving skills with attention to detail.Excellent communication and interpersonal skills to work effectively with the project team.Understanding of construction contracts, regulations, and industry standards.Knowledge of construction materials, methods, and cost estimation techniques.Ability to work under pressure and meet deadlines.

Job Summary:The Inventory Supervisor will be responsible for overseeing, auditing and managing the inventory operations across Mshel Construction's various project sites. This role includes supervising, monitoring inventory and store office officers at each site, ensuring the accurate tracking, storage, and distribution of materials. The Inventory Supervisor will collaborate closely with the Procurement and Finance departments to ensure the timely availability of materials and the financial accuracy of inventory records, supporting the success of all ongoing and upcoming projects.Key Responsibilities:Inventory Management Across Project Sites:Supervise and manage the inventory operations at multiple project sites, ensuring that each site maintains proper stock levels, storage, and distribution of materials.Oversee the monitoring of inventory movements between project sites and the main warehouse, ensuring efficiency and accuracy in material transfers.Ensure that inventory records are consistently updated across all project sites, utilizing inventory management systems and software.Supervision of Inventory/Store Office Officers:Lead and supervise inventory/store office officers at each project site, ensuring that they follow standard operating procedures for inventory control, material handling, and record-keeping.Provide guidance and training to inventory officers, ensuring adherence to safety, quality, and procedural standards.Conduct regular site visits to monitor inventory processes, resolve any operational challenges, and ensure that materials are stored and handled correctly.Collaboration with Procurement and Finance:Work closely with the Procurement team to forecast material requirements across all project sites and ensure timely procurement of materials.Collaborate with the Finance department to ensure accurate financial reporting of inventory, including stock valuation and cost tracking.Assist Procurement in managing relationships with suppliers, ensuring the smooth ordering and delivery of materials to multiple sites.Logistics and Distribution:Oversee the distribution of materials from the warehouse to various project sites, ensuring timely and accurate deliveries.Coordinate transportation logistics to ensure that materials are delivered efficiently and stored properly at each site.Work with project managers and site supervisors to ensure that materials are available as needed and according to project schedules.Quality Control and Safety:Monitor the quality of materials being received at each project site, ensuring they meet company standards and project specifications.Ensure compliance with safety regulations regarding the handling, storage, and transportation of materials, particularly hazardous materials.Implement and monitor safety protocols at all project sites to minimize accidents and material loss.Reporting and Documentation:Maintain accurate and up-to-date records of inventory across all project sites, tracking material movements, stock levels, and usage.Prepare and submit regular inventory reports to the Procurement and Finance departments, highlighting stock levels, shortages, and material usage trends.Identify discrepancies between physical and recorded stock, investigating and resolving any issues promptly.Team Management and Training:Manage and mentor the inventory/store office officers across all project sites, fostering a positive and productive work environment.Provide ongoing training and development for the inventory team to improve their skills and ensure consistency in inventory management practices across all sites.Evaluate the performance of inventory officers and provide feedback to improve efficiency and accuracy.Qualifications:Certification in Accounting, Supply Chain Management,Audit, Business Administration, Finance, or a related field.Familiarity with financial tracking and cost management in inventory operations.Experience in logistics and transportation coordination.3-5 years of experience in inventory management, with a focus on overseeing multiple project sites or locations.Experience in inventory management, warehouse operations, or internal control.Strong knowledge of inventory management systems and software (e.g., SAP, or similar tools).Experience in construction materials and project site inventory management, engineering, manufacturing, or infrastructure company is preferredProven experience in supervising teams and managing inventory at large construction sites or across multiple locations.Excellent organizational, leadership, and problem-solving skills.Strong communication skills and the ability to collaborate effectively with cross-functional teams.Ability to work under pressure and manage multiple priorities in a fast-paced environment.
